They said they can’t do it because apparently Burnout Paradise Creators know how to completely redo a lot of the coding in the game adding features that were never planned for the title originally, yet Capcom’s SSF IV people have no clue how to do it.

I still can’t understand on why can’t capcom just release a SF game with all of the characters in all the SF games. I’m pretty sure we’ll see Super Street Fighter IV Turbo the year after. I feel bad for those who paid for the alternate costumes. Would capcom ask them to pay for it again? greed? likely.
