title="Quantic Dream May Relocate To Canada As EU Ban on Game Tax Breaks Hurts Industry" href="http://playstationlifestyle.net/2012/02/08/quantic-dream-may-relocate-to-canada-as-eu-ban-on-game-tax-breaks-hurts-industry/">reports emerged</a> that Quantic Dream co-CEO Guillaume de Fondaumiere had said that the studio would consider relocation to Canada if France was unable to continue its exemption from EU laws that would enable it to offer tax breaks at the state level. de Fondaumiere has since confirmed that his studio is considering the relocation.</p><p><span
id="more-161274"></span>de Fondaumiere told <a
href="http://www.gamesindustry.biz/articles/2012-02-08-french-tax-breaks-under-threat-quantic-dream-threatens-to-relocate-report" target="_blank">GamesIndustry.biz</a> that the French tax breaks had &#8220;a very positive impact&#8221; on Quantic Dream. The tax relief enabled them to attract French and international talent from all over the world, in addition to being able to offer competitive salaries with top studios &#8220;located in particular in Montreal&#8221; and keep production costs reasonable.</p><p>He also cited a recent study that estimated that France has seen a return of €1.70 in  taxes and social changes for every €1 of state investment from the tax relief, in addition to hundreds of jobs being created as well.</p><p>Finally, de Fondaumiere said the following about relocation:</p><blockquote><p><em>As Montreal authorities always point out, only the high return on investment of their 37.5 per cent tax break explains why they keep it going since almost 15 years now. The French authorities do understand  this and both the Ministries of Culture and Industry absolutely want to  keep the measure alive, and even extend it.</em></p><p><em>A great number of countries are wooing Quantic Dream on a regular  basis, and if we can&#8217;t benefit from this tax break anymore in France, we  would have no choice but relocate certain parts of our business to such  a country. id="more-161267"></span></p><p>Speaking to an audience at DICE, Addmired&#8217;s Gabriel Leydon shared his thoughts on the future of gaming and the natural drift toward free-to-play.</p><blockquote><p><em>It removes the risk from the consumer. The consumer pays nothing to try out the game. I want the consumer to play for months without paying. Good free to play encourages players to stay and that’s where the longevity is, because the risk of an online pass, consoles that can’t play used games, DLC and all this stuff, after I’ve paid $70; why would do I do that? I can play lots of great games that are free.</em></p><p><em>Mobile is the home of free-to-play and that’s the next big model for video games. The real problem [for consoles] is price fixing. Consoles set expectations for prices for thirty years.</em></p></blockquote><p>Mobile gaming and free-to-play in particular has grown exponentially over the past few years, and while there is plenty of validity to Leydon&#8217;s comments, consoles aren&#8217;t going anywhere. href="http://www.vg247.com/2012/02/09/no-rest-for-the-wicked-ted-price-on-insomniacs-future/" target="_blank">VG247</a>, the Insomniac CEO discussed the team&#8217;s decision to move away from Sony-exclusive titles.</p><blockquote><p><em>A lot of us at Insomniac believe we need to reach a broader audience. Games of the future expect their experiences to be accessible anywhere. Being on multiple platforms is a step in that direction.</em></p></blockquote><p>With regard to whether or not console-exclusive games will soon be a thing of the past, Price went on to add:</p><blockquote><p><em>It’s certainly possible. I mean, I can’t speak for first-party publishers. I believe that there are just more opportunities to get your IP out in front of a greater audience if you are on more platforms. So whether or not first-party exclusives continue is really up to those first-party publishers and whether or not they can find companies who are willing to restrict themselves to one platform.</em></p><p><em>However, if you look at the first-party publishers, it’s no longer about one platform. Sony has multiple platforms: PSP, Vita, PS3. And Microsoft has Xbox 360, Windows, and Windows Phone. So it used to be that, if you were working with a first-party, you really were on one console. Period. But that’s no longer the case either.</em></p></blockquote><p>With Sony&#8217;s first-party line-up of exclusive titles being one of the PS3&#8242;s main strengths, would the PlayStation platform find itself in a sticky situation if console-exclusive titles began to fade? The current funds are now clocking in at well over $600,000, with excess money to be spent on localization and multiple platforms.</p><p>Schafer expressed his excitement in seeing so many gamers backing the project, which has now reached over 16,000.</p><blockquote><p><em>Think it will work? I hope so, because I would rather work directly for the fans than for anyone else.</em></p><p><em>If the Double Fine Kickstarter Adventure is a success, it could open the doors for all sorts of new funding possibilities, and all kinds of new games that could never happen in the old system. The convention is usually dedicated to honor game developers. This year looks to be bigger than any previous years with Cliff Bleszinski acting as the host of its award show. The award night will not be the only main attraction of DICE 2012, David Jaffe from Eat Sleep Play and Todd Howard from Bethesda are headlining the keynotes for this year. Todd Howard kicks start the keynotes tonight with some information that will surely catch the attention of <em>Skyrim</em>&#8216;s fans.</p><p><span
id="more-161262"></span></p><p>During his keynotes, which just wrapped up moments ago, Todd Howard provided the crowd a video that shows some ideas that might or might not make into <em>Skyrim </em>as DLC. He reminded us that those internal ideas are only &#8220;experiments&#8221;.  <a

It is not surprising if PS3 players also clock in a similar number. He also mentioned that before the game launched in November, Bethesda did not focus test the game at all. class="aligncenter size-full wp-image-141757" title="Quantic-Dream-feature" src="http://playstationlifestyle.net/wp-content/uploads/2011/04/Quantic-Dream-feature.jpg" alt="" width="685" height="300" /></p><p>Video game companies in France may be losing their tax breaks in the near future. <em>Heavy Rain</em> developer <em> </em>Quantic Dream&#8217;s co-CEO, Guillaume de Fondaumiere, has allegedly commented that the studio may relocate to Canada if the breaks aren&#8217;t reinstated.</p><p><span
id="more-161242"></span><a
href="http://www.gamesindustry.biz/articles/2012-02-08-french-tax-breaks-under-threat-quantic-dream-threatens-to-relocate-report" target="_blank">GamesIndustry.biz</a> (citing <a
href="http://www.develop-online.net/news/39724/EU-wide-ban-on-game-tax-breaks" target="_blank">Develop</a>) reports that January 2012 was the end of a five-year period of tax breaks for game development studios in France, which offered refunds as high as 20 percent on production costs. However, if an exemption from European laws against state aid isn&#8217;t extended, France and other European countries won&#8217;t be able to offer tax breaks at the state level. State aid is generally forbidden in EU law as it could give an unfair advantage to one country over another, but in 2007 game tax breaks were recognized as an exception until 2012. During that exception period, the French government usually offered a twenty per cent refund on production costs of games.</p><p>Develop reports that France is facing a &#8220;national budgetary crisis&#8221; and with a presidential election upcoming for the country, they don&#8217;t know whether or not they can set aside money for tax breaks.</p><p>Quantic Dream&#8217;s de Fondaumiere is also the Chairman of the European Games Developer Federation, and has apparently warned the European Commission that, due to the effectiveness of the measure in France and the hope brought to European studios, abandoning it would be &#8220;[a] historic mistake.&#8221;</p><p>He reportedly said that France doesn&#8217;t have an unfair advantage over other European nations due to the tax breaks and that there is no &#8220;distortion in competition within the EU&#8221; as a result of them.</p><p>He cited Ubisoft moving some of their production activities back to France between 2008 and 2011 as something that the publisher had attributed to the tax breaks.</p><p>de Fondaumiere also said that if France doesn&#8217;t reinstate the tax breaks, the studio may begin looking at Canada, a country which has seen an influx of British game industry talent after the UK government refused to implement tax breaks. Develop also reports that Ubisoft, EA, THQ and Square Enix have invested in &#8220;super-sized&#8221; studios across Quebec due to a possible 37.5% return on investment provided through tax breaks.</p><p>A TIGA  study said that possibly as much as 40% of jobs in the video game industry  in the UK were relocated to countries that have strong tax incentives.</p><p>A European Commission spokesperson gave the following comment to Develop:</p><blockquote><p><em>French authorities have said they want to extend the scheme and have  now provided detailed information on the effects of the earlier  measures.</em></p><p><em>The Commission is analysing the request &#8211; no decision has been taken.</em></p></blockquote><p>If there are any updates on the situation, PSLS will keep you posted.</p><hr

href="http://www.digitalspy.co.uk/gaming/news/a363781/psychonauts-2-pitched-several-times-says-tim-schafer.html" target="_blank">Digital Spy</a>, Schafer said that he&#8217;s been gunning for <em>Psychonauts 2</em> for some time, he is just waiting for a publisher to bite.</p><blockquote><p><em>I get a lot of, on Twitter or whatever, daily questions about Psychonauts 2. And I would love to do Psychonauts 2, I’ve actually pitched that to publishers several times and no-one has taken the bait so far.</em></p><p><em>So it is hard because fans often don’t know how the business works, with the difference between a developer and a publisher, it’s hard to explain that.</em></p><p><em>I’d love to do that game, but I’d have to convince someone to just give me a few million dollars. That’s all.</em></p></blockquote><p>Upon hearing this, Mojang&#8217;s Markus &#8220;Notch&#8221; Persson offered to go in on the project with Schafer, <a

Unfortunately, it looks like this will be the last installment that lead developer David Jaffe will be behind, as a recent report indicates he is leaving the development team Eat Sleep Play.</p><p><span

href="http://www.sltrib.com/sltrib/money/53456556-79/game-company-games-campbell.html.csp" target="_blank">Salt Lake Tribune</a>, the co-founder of Eat Sleep Play, Colin Campbell has said that Jaffe will be leaving the team to pursue the development of casual games. Last week the developer laid off eight employees as work on <em>Twisted Metal </em>wraps up and the studio shifts its focus to mobile gaming.</p><blockquote><p><em>He’s excited to go into the casual space as well. He’s got some projects that he’s excited about. So we’re kind of going down two separate paths.</em></p></blockquote><p>Jaffe countered the comments made by Campbell on <a

Then once you combine everything, it really becomes its own thing. Furthermore, once I’ve spewed out all these games you know, there’s all the stuff that we’re doing that has never been done before.</em></p><p><em>It’s action-combat like Bayonetta or God of War done with a Diablo-esque loot system. The world has no comparison that I can think of (despite many people comparing us to the Fable series, Reckoning is much larger and open). It is open and lovingly hand crafted with over 120 unique dungeons to explore and hundreds of hours of content. id="more-161082"></span></p><p>In the latest issue of Game Informer, Evan Wells, the co-president of Naughty Dog revealed that they were initially looking into how they could apply the lessons they&#8217;ve learned from working with the <em>Uncharted </em>series to <em>Jak and Daxter</em>.</p><blockquote><p><em>We’d all talked about it in interviews with fans asking, ‘Where’s the next Jak &amp; Daxter?’ I don’t know if this is going to make them happy or sad, but we did explore the idea fairly extensively. Something that we talked about early on was, ‘Lets go back and apply what we’ve learned with the Uncharted games to Jak &amp; Daxter.’ It’s one of the franchises that’s near and dear to us, and, in all honesty, we’d like to somehow honour.</em></p></blockquote><p>Unfortunately, their plans never came to fruition.</p><blockquote><p><em>Even if we felt like we’re going to give the fans another Jak &amp; Daxter, we felt we weren’t going to give them the game that they wanted. We would end up limiting the direction that the company had this passion for while simultaneously not creating the game that fans wanted. We just realised we were going to just do everybody a disservice. So at that point, the conversations started to move in a new direction.</em></p><p><em>Naughty Dog’s got a long history and I think it’s got a long future, so to say we’ll never go back is kind of crazy. But right now, we’ve got this new IP that we’re definitely going to be supporting. I guess there’s a possibility the Uncharted team could move on to Jak &amp; Daxter. It’s still up in the air, but I wouldn’t think that’s going to happen because I think we’d run into all of the same problems with that team that we did with this team.</em></p></blockquote><p>While a shiny new <em>Jak and Daxter</em> should would be a nice treat to fans of the series, what the team is doing with <em>The Last of Us</em> makes this news a bit easier to swallow. Plus, with the HD collection set to arrive tomorrow, there will be more than enough content featuring the orange Ottsel to keep gamers busy for a while.</p><hr
