In a new trailer for The Division at Ubisoft’s E3 2015 press conference, the developers introduced the Dark Zone.

Expect betas on PS4, Xbox One, and PC in early 2016. If you pre-order The Division, beta access is guaranteed.
The Division launches on March 8, 2016 for PlayStation 4, Xbox One, and PC.
