Psyonix addressed the PEGI rating and said a PS3 version of Rocket League isn’t happening:

We ended up not having resources/time to do both PS4 & PS3, so PS3 version never happened. Not sure how/ why the legacy rating was published

After developer Psyonix announced back in August that Rocket League is “absolutely, 100% going to other platforms,” it looks like a PlayStation 3 release could be right around the corner.
Thanks to a new rating from PEGI (Pan European Game Information), it appears as though Rocket League PS3 will soon be a reality:
Psyonix has yet to confirm a PS3 release of Rocket League, so we’ll have to wait for official confirmation.
What we do know is that Rocket League isn’t planned for PlayStation Vita, and the developer has lots of new content in the works for the PlayStation 4 and PC versions.
